(10 Jan 2016) LEAD-IN Punta de Rieles in Uruguay's capital Montevideo is believed to be one of the world's most liberal prisons. Inmates manage their own businesses, namely a bakery, a hairdresser, a radio, a car repair shop, a computer centre and a furniture store. STORY-LINE They might look like any soccer players in any soccer field. But these are inmates of the Punta de Rieles ('Rail End' in English) jail in the capital city Montevideo. With minimal security, the 500 prisoners of this Uruguayan prison facility can walk freely to work every day, whether they are construction workers or actors in a play in the jail. The idea is rather unusual : the Punta de Rieles jail is a microcosm of society aimed at humanizing convicts' conditions and helping them reintegrate society later. In a relaxed atmosphere, most detainees work in business ventures they launched thanks to their family's financial help. There is also a bank inmates manage. It lends money to their peers without interest. To avoid illicit trade, there is no money circulating in the prison, only coupons. Inmates have thus started a gym facility, yoga, theatre and music workshops, a radio and a grocery shop, among other start-ups. For the owner of this grocery store, getting money from his family to buy groceries that he would sell in the jail was a 'sacrifice'. The lower-income household had to borrow money here and there. It was worth it. Antonio Arellano opened his store in 2013. He now wants to train other inmates to continue to run the shop once he has finished his sentence. "This was a life-changing opportunity. Today, I have been trained to have a business or be an entrepreneur the day I step into the street and be free. I can escape delinquency. Since I was a teenager, the only thing I have done was to commit crimes. Today, I have the opportunity to change my life and I have fully taken advantage of it. I have trained myself for tomorrow, to be able to reintegrate into society," he says. By empowering inmates, Punta de Rieles has – up until now – offered a model of correctional facility. There have been very rare breakout attempts and few return to a life of crime. In the past five years, only three inmates left the jail and never returned, according to the director Luis Parodi. Detainees are free to develop their own business ideas, like cultivating a lettuce field to sell it to other inmates, or making wooden infant cots for outside clients. Prisoners can also leave the facility a few times a week to study at school and get a chance to find a job afterwards. In the end, there is little incentive to leave as inmates' family members can visit them up to three times a week. Their wives can even spend the night. Luis Parodi, the director, is a fervent believer in human rights for all. Relations with detainees are informal and there is little hierarchy. He also believes that when convicts have a long-term project, they will commit to it. This will instil a desire to become better citizens. "We simply think two things: man exists as part of circumstances. In other words, if one change circumstances, one change people. The other thing is that – we go back to the old paradigm of the 1970s – material possession creates people's consciousness. If I am a businessman for three years, I could think that I might doing that it because it creates material possession, what we do, that generates consciousness," he says. With little security, the Punta de Rieles jail is a unique correctional facility based on trust. Just like you trust your children to stay at school and your employees to work in the office, why wouldn't a jail trust its convicts who study outside to come back at the end of the day? Decent workKey to sustainable development It is estimated that over 600 million new jobs need to be created by 2030, just to keep pace with the growth of the global working age population. That’s around 40 million per year. We also need to improve conditions for the some 780 million women and men who are working but not earning enough to lift themselves and their families out of USD 2 a-day poverty. The importance of decent work in achieving the newly adopted Agenda for sustainable development is highlighted by the Goal 8 which aims to “promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all”. Singapore vs Argentina 0-6 - Goals and Highlights - International Friendly 13.06.2017 Jorge Sampaoli enjoyed a comfortable win in his second match in charge of Argentina, Alejandro Gomez inspiring a 6-0 win over Singapore. Argentina secured a comfortable 6-0 victory over Singapore on Tuesday to continue head coach Jorge Sampaoli's winning start to the job. Goals from Federico Fazio, Joaquin Correa, Angel Di Maria, Lucas Alario and debutants Alejandro Gomez and Leandro Paredes gave the visitors the win at the Singapore National Stadium against a side ranked 155 places below them. Sampaoli, who was appointed as successor to Edgardo Bauza last month and enjoyed a 1-0 win over Brazil in his first match in charge last Friday, rested the likes of Lionel Messi and Gonzalo Higuain as he gave fringe players the chance to impress in a bold 2-3-4-1 system. It was Atalanta star Gomez who best took his opportunity, setting up Fazio to open the scoring before firing in a goal of his own after Correa had made it 2-0 from a Paulo Dybala cross. A relentless Albiceleste saw Paredes cap an excellent display with their fourth, while Alario and Di Maria completed the rout against opposition who offered almost nothing by way of an attacking threat of their own. For Sampaoli, a second win and clean sheet in a row offer signs of encouragement to his hopes of rescuing their World Cup qualifying campaign, which resumes with a trip to Uruguay in August. Alejandro Gómez has scored his first goal for #Argentina in his first game played for his national team (4th shot attempted). Argentina effectively played with a seven-man attack during an opening 25 minutes in which they had 84 per cent of the possession, but it was a centre-back who finally gave them the lead. Gomez's corner was missed by Correa, but Fazio met the ball unmarked to guide a side-foot volley into the bottom-right corner from 12 yards out. Argentina doubled their lead from another corner on the half-hour mark, Dybala picking up a short pass before drilling the ball across goal from the right, where Correa was on hand to tap home. Singapore suffered a blow after the break when goalkeeper Hassan Sunny was forced off with injury, but their well-organised defence continued to frustrate Argentina in their pursuit of a third – until Gomez took a more direct approach. The home side failed to clear their lines and Gomez collected the ball 20 yards out before blasting a low shot past replacement keeper Izwan Mahbud and into the net. Paredes was handed his first senior appearance off the bench and almost made it 4-0, clattering the base of the post with a fierce strike from the edge of the area, as Argentina continued to push forward. Syrian and Lebanese women living in a refugee camp in Halba, northern Lebanon are training to be hairdressers. They are taking one of the vocational training classes on offer to refugees in the camps and to locals. The refugees are living in camps in Lebanon after fleeing the ongoing violence in Syria. Syria's civil war, now in its fourth year, has forced nine (m) million people to flee their homes, with nearly three (m) million escaping abroad while more than 6.5 (m) million have been displaced within Syria., according to recent data from UN High Commissioner for Refugees (UNHCR). The number of Syrian refugees in Lebanon is more than 1 million, according to the United Nations' refugee agency, making up almost a quarter of the country's resident population. Many of the refugees are women who have come without their husbands and they need to learn new skills in order to support their families. This community centre in Halba, northern Lebanon, also offers training courses in sewing, crafts and cooking. Once the women have completed the sewing classes, the Italian embassy in Lebanon has been providing them with sewing machines so that they can make garments at home to sell in the community. The community centre provides a safe meeting place where refugees can meet each other as well as Lebanese locals. Bathoul Ahmed, is the External Relations Officer for the UN High Commissioner for Refugees (UNHCR), which funds the centre and the training courses. She says the community centre is an important place for the refugees. "First of all it provides a safe space for both Syrian refugees and people from the Lebanese community to come together and spend some time with each other in this community centre. Additionally these centres provide a series of vocational training classes and life skill training on a number of things such as hairdressing, sewing, cooking, language classes as many people who have come to this centre have never studied another language before." The centre is run by the Danish Refugee Council and the charity War Child, from the Netherlands. As well as training, the centre provides information for recently arrived refugees and it has a creche where children can be looked after while their parents are in training. Manar (wearing blue) is a refugee from the city of Homs in Syria. She is training to be a chef and is talking to other people who have been taking part in cooking courses. Since completing their training many of them have found jobs in local restaurants. Manar says she was a teacher back home but is now hoping to get a job as an assistant chef. She says when she fled Homs she left without any of her qualifications and so cannot find teaching work in Lebanon. Manar says her father was killed after her house was burnt down and her husband is still missing. She says she has a child to look after and will do what she can to make ends meet. "Even though I was a teacher in Syria I'm ready to work as an assistant chef in order to help my family. I need to support my small child and mother as no one is supporting me. I'm trying to find a job but I'm afraid that Lebanese restaurants won't hire me." The centre provides training for locals as well as refugees. Thirty per cent of the people doing courses at the centre are Lebanese as the region is poor and local people also need training and assistance. The influx of refugees over the past few years has caused local resentment, according to senior field co-ordinator from UNHCR, Frederic Cussigh. It is hoped that by bringing the two communities together there will be greater understanding between the Syrian refugees and their Lebanese hosts. The global economy is showing tentative signs of recovery, but it's a far different picture when it comes to jobs. ILO economists say job creation will remain weak and long-term unemployment will become entrenched unless active labour market policies are put in place to promote a job-rich economic recovery.

The Roma man was not to be denied on 74 minutes, however, as he rode a poor challenge from Faritz Hameed before unleashing a dipping shot from 20 yards that nestled into the right-hand corner. River Plate's Alario saw a good chance for a fifth blocked at close range but he made amends in the 90th minute, rifling in off the right-hand post after being sent clean through by Di Maria's header. Argentina's impressive outing was capped by Di Maria's goal in the dying seconds, the Paris Saint-Germain star impudently backheeling the ball into the net from Ignacio Fernandez's cut-back. Portu/Span/Nat This week Rio de Janeiro warms up for the beginning of the five day Mardi Gras carnival, the most famous in the world. But the life of a carnival dancer is not always glamourous. Some girls get caught up in the international prostitution racket, while others work all hours to make ends meet. The most famous Mardi Gras (Shrove Tuesday) carnival is about to start in Rio de Janeiro, Brazil. The streets will be full of dancers and bands from all over the world. In Brazil, the dancing girls are known as 'Passistas' It is part of their job to look beautiful and to be happy. Fatima da Silva Santos is one such girl. During the run up to the carnival, she visits tourists at Rio's hotels, and joins in with the party spirit. When asked their opinion of Fatima's performance during the evening's revelry, the tourists were delighted, if slightly exhausted by all the exercise. SOUNDBITE: (Spanish) "A beauty, charming, charming, very friendly and warm, very attractive." SUPER CAPTION: Amanda Barra, Uruguay tourist SOUNDBITE: (Spanish) "Yes, what happened was that I was in a front seat, so they took me, and I danced with them all, but it was wonderful." SUPER CAPTION: Sergio Vergara, Uruguay tourist As well as visiting the tourists, Fatima sets herself an exhausting routine during the day, when she helps with dancing lessons. While the band practice, the dancers work out their routines. Fatima said that she loves taking centre stage during the carnival. SOUNDBITE: (Portuguese) "All powerful...I feel I am the owner of the world. I am my own boss. That is because it is the world that is watching me, isn't it? In Brazil, everyone likes the carnival and I do feel like that myself. I have the sense of achievement when I step into the Avenue. I feel like that I am who I am and each to their own. I feel like a goddess, like a queen, the president of presidents." SUPER CAPTION: Fatima da Silva Santos Fatima has worked as a Passista all over the world, and claims that girls often get caught up in prostitution. SOUNDBITE: (Portuguese) "The bad thing in a passista's life is that this is not a valued profession, not only in Brazil, but also in the other countries. Many managers get the Brazilian women to do a proper show or only to do the samba in foreign countries, willing to make money and other things with the women." SUPER CAPTION: Fatima da Silva Santos They are told by managers to dance solo sambas for clients in countries such as Switzerland, Sweden and Germany. Once they get there, they discover the truth - take the money or get out. Fatima keeps a scrap book full of photographs and memories of distant places. Life back in Rio may be hard but it is not so dull. During the day time she works as a hairdresser but at night there is always more passista dancing for foreign visitors at Rio's hotels. Twice a week Fatima entertains the tourists with the samba which will increase her income significantly. Instead of travelling the world, Fatima lets the world come to her.
